A tracking category is an axis — Vehicle, Outlet, Project — and every document takes one value from its list. That is what turns “$14,000 of fuel” into “$14,000 of fuel, and $6,200 of it was one van.”
Labels stay exactly as they are. A label is a sticky note for what to do about a document; a category is a column in your reports.
